Financial Auditor

Semey Medical University, NCJSC announces a competition to fill the vacant position of financial auditor.

Qualification requirements:

1. higher professional education in the fields of economics and finance, and/or accounting and auditing, and/or financial management, and/or finance and credit, preferably with additional education in the field of information technology, and/or technical field, and/or law;
2. work experience in the field of audit, and/or accounting, and/or finance for at least two years;
3. knowledge of regulatory legal acts of the Republic of Kazakhstan, including on auditing, accounting and taxation;
4. preferably knowledge of international financial reporting standards and international professional standards of internal audit developed by The Institute of Internal Auditors (The Institute of Internal Auditors Inc), International Standards of Auditing (ISA);
5. preferably, a certificate and/or qualification in the field of audit, and/or accounting and financial management, knowledge of the state and foreign languages(s).

2. Appointment to the position of Financial Auditor is not allowed:

1) a person who has not been removed or has not been repaid in accordance with the procedure established by law for crimes committed in the field of economic activity, for corruption and other crimes against the interests of the public service or public administration, crimes against the foundations of the constitutional system and the security of the state.

3. The person applying for participation in the competition submits the following documents:

• application in the prescribed form;
• personal personnel record sheet;
• autobiography;
• copies of diplomas of higher education, (diploma of academic or academic degree, document of academic title – welcome if available) and originals for verification;
• copies of certificates of retraining and advanced training (if available) and originals for verification;
• list of articles, scientific papers and inventions (welcome, if available);
• medical certificate 075/y according to the order of the Acting Minister of Health of the Republic of Kazakhstan No. KR DSM-175/2020;
• a certificate on the presence or absence of information on the commission of a corruption crime, issued by the Committee for Legal Statistics and Special Records of the Prosecutor General’s Office of the Republic of Kazakhstan on the commission of a criminal offense by a person; (paragraph 3 of Article 32 of the Labor Code of the Republic of Kazakhstan) through the E – gov portal (GC “Government for Citizens”);
• certificate of the narcological organization that the participant of the competition is not registered in the form according to Appendix 1k to the standard of the state service “Issuance of a certificate from a narcological organization” approved by Order No. 272 of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 (registered in the Register of State Registration of Regulatory legal Acts under No. 11304) (next – Order No. 272);
• a certificate from a neuropsychiatric organization stating that the participant of the competition is not registered in the form according to Appendix 1k of the standard of public service “Issuance of a certificate from a neuropsychiatric organization”, approved by Order No. 272.

Submission of an incomplete package of documents according to the list provided for in this paragraph is the basis for refusal to accept documents.
