On December 6, 2024, a regular meeting of the Clinical Committee was held, dedicated to the organization of the activities of the Independent Expert Commission within the framework of professional liability insurance for medical workers.

Speaker: K.Sh. Amrenova, Head of the Department of Propedeutics of Internal Diseases of “SMU” NCJSC, Candidate of Medical Sciences, Assistant Professor/Associate Professor.
Participants: Chief physicians of outpatient clinics and hospitals in the Abai Region and the city of Semey, expert physicians of medical institutions in Semey. District hospitals in the Abai Region joined via ZOOM.
The meeting addressed the organization and implementation of the Independent Expert Commission’s activities within the framework of professional liability insurance for medical workers in accordance with the amendments and additions to certain legislative acts of the Republic of Kazakhstan on healthcare issues (Law of the Republic of Kazakhstan No. 74-VIII, dated April 19, 2024).
The primary goal of the Independent Expert Commission is to determine the presence or absence of harm to the health and life of a patient as a result of medical activities. It should be noted that professional liability insurance for medical workers ensures the protection of both patients and medical specialists. The conclusions of independent experts must be based on an objective assessment of the quality of medical services provided, in accordance with current regulatory legal acts. The Expert Commission analyzes cases, identifies causes, and thus contributes to the development of recommendations to improve the quality of medical care.
The purpose of the meeting was to discuss methods of objectively assessing the quality of medical services and develop recommendations for protecting the rights of patients and medical workers. The speaker presented examples of defining medical incidents and insured events, explained the procedures for their recording and registration, and proposed measures to improve the quality of medical care provided to the population.
All participants actively engaged in discussions, both in-person and online, with many questions raised regarding working with the insurance pool, forming expert conclusions, and defining the rights and responsibilities of both medical workers and patients. Comprehensive answers were provided to all questions.
The meeting concluded with closing remarks from the Vice-Rector for Clinical Affairs, N.B. Omarov, who thanked all participants for their active involvement and constructive proposals.
