President of the Association of Specialists Working in the Field of Mental Health of the Republic of Kazakhstan (RASSPZ), Doctor of Medical Sciences, Professor of the Higher Attestation Commission, Head of the Department of Psychiatry, Psychotherapy and Narcology of KazNMU named after. S. D. Asfendiyarova, Director of the Republican Scientific and Practical Center for Psychiatry, Psychotherapy and Narcology of the Ministry of Health and Social Development of the Republic of Kazakhstan (MHSD RK), Director of the Republican Scientific and Practical Center for Psychiatry, Psychotherapy and Narcology, became a member of the International Organizing Committee of the Congress “Mental Health of a Human of the 21st Century”.
Sagat Abylkairovich graduated from the Semipalatinsk State Medical Institute. He completed his internship at the Semipalatinsk Regional Clinical Psychiatric Hospital. In the Pavlodar Regional Psychoneurological Dispensary, he went from a psychiatrist to the head physician. In December 2000, he organized and became the director of the first in Kazakhstan scientific and practical center of the Republican Scientific and Practical Center for Medical and Social Problems of Drug Addiction, Pavlodar.
In 2001 he defended his Ph.D. thesis in the specialty “Psychiatry”, in 2005 he defended his doctoral dissertation in the specialties “Psychiatry” and “Narcology”. He was the director of the RSE on REM “Republican Scientific and Practical Center for Psychiatry, Psychotherapy and Narcology” of the Ministry of Health and Social Development of the Republic of Kazakhstan (MHSD RK) and the chief freelance psychiatrist of the MHSD RK.
Sagat Abylkairovich Altynbekov is the author of 5 monographs, manuals, more than 100 scientific articles and publications, among which the most significant are the monographs: “All about drug addiction in Kazakhstan”, Pavlodar, 2002; “Organization of drug treatment in the Republic of Kazakhstan”, Karaganda, 2004; “Medical aspects of combating drug addiction in the Republic of Kazakhstan”, Pavlodar, 2006 and others.
