The operational and technical department is a structural subdivision of Semey Medical University, NCJSC, which ensures the organization of the uninterrupted operation of public utilities systems, the proper order and sanitary and hygienic condition of educational buildings, dormitories and other departments of the university.
He is accountable in his activities to the Deputy Chairman of the Board for organizational and economic work.
The work of the OTD department is carried out in cooperation with other structural divisions of Semey Medical University, NCJSC.
All title documents related to the OTD department, as well as job descriptions for the employees of the department, are approved by the Chairman of the Board – Rector of Semey Medical University, NCJSC.
In its activities, OTD is guided by:
- Law of the Republic of Kazakhstan “On non-profit organizations” dated 16.01.2001 No. 142;
- Law of the Republic of Kazakhstan “On State Property” dated 01.03.2011 No. 413 – IV;
- Law of the Republic of Kazakhstan “On Joint Stock Companies” dated May 13, 2003 No. 415; norms of the Civil Code of the Republic of Kazakhstan dated December 27, 1994 No. 268 – XIII;
- the norms of the Labor Code of the Republic of Kazakhstan;
- the current legislation of the Republic of Kazakhstan and regulatory documentation, including the Law of the Republic of Kazakhstan “On Accounting and Financial Reporting”, the Tax Code;
- orders, regulatory documents of the Government of the Republic of Kazakhstan, the Ministry of Education of the Republic of Kazakhstan, the Ministry of Health of the Republic of Kazakhstan;
- orders of authorized state bodies and other regulatory legal acts;
accounting policy of the University; - Charter of Semey Medical University, NCJSC dated January 31, 2019 No. 119;
internal labor regulations; - the Code of Corporate Ethics of SMU, NCJSC;
- the Code of Honor for Students and Employees of Semey Medical University, NCJSC;
- Orders (instructions) of the Chairman of the Board of Semey Medical University, NCJSC.
The operational and technical department in its activities performs the following functions:
- Maintenance of premises, equipment (air conditioners, lighting lamps, electrical networks, etc.), organization and control of repairs, supply of furniture, household equipment, organization of the sanitary and hygienic condition of educational buildings, dormitories and transport support.
- Organizational and methodological guidance and control of the activities of the structural divisions of the university on issues of economic services, rational use of material resources, safety of university property.
- Participation in the preparation and implementation of management decisions of the management on the issues of administrative and economic support of the university.
- Control within its competence over compliance with the sanitary and anti-epidemic regime, fire safety rules, safety standards, timely taking the necessary measures in case of revealing the facts of their violation.
The main functions of PTD:
- Household maintenance and ensuring the proper condition in accordance with the rules and regulations of industrial sanitation and fire protection of buildings and premises in which the university departments are located, monitoring the serviceability of equipment.
- Participation in the inventory of premises, equipment in order to control their safety and technical condition.
- Repair of premises, quality control of repair work.
- Provision of university departments with furniture, household equipment, mechanization of engineering and managerial work, control over their rational use, safety, and timely repairs.
- Registration of necessary documents for the conclusion of contracts for the performance of work and the provision of services by third parties.
- Improvement, cleaning of the territory, participation in the organization of events of Semey Medical University, NCJSC.
- Housekeeping services for meetings, conferences, seminars and other events.
- In accordance with the current rules and regulations, the organization of operation and timely repair of technical equipment (electrical networks, air conditioners), uninterrupted supply of the premises of the organization with electricity, water, heat, control over their rational use.
- Carrying out information and explanatory work among university employees aimed at ensuring the safety and maintenance of premises and property in good condition, careful attitude to equipment and economical use of material and energy resources (water, consumables, etc.).
- Carrying out fire and anti-epidemic measures.
- Implementation within its competence of other functions in accordance with the goals and objectives of Semey Medical University, NCJSC.
