The Academic Council is the supreme governing body of the Semey Medical University, Non-Commercial Joint-Stock Company with a term of office of 3-5 years. The Academic Council is created under the Head (Chairman of the Board – Rector) and under his chairmanship, is the main form of collegial management of the university.
In its work, the Academic Council is guided by the current legislation of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Education”, the Charter of the University, orders of the Chairman of the Board – Rector and persons replacing him according to the Regulation “On the Academic Council of the University”.
The activities of the Academic Council are based on the principles of transparency and collective discussion of issues within its competence. The Academic Council is created in order to implement the principle of the corporate nature of the management of the activities of Semey Medical University, NCJSC.
The main tasks of the Academic Council of the University are:
- Creating the necessary conditions for students and teaching staff of the University in order to successfully implement educational programs;
- Combining the efforts of the university team to solve the urgent problems of the university’s development in the light of the implementation of the main legislative acts of the Ministry of Science and High Education of the Republic of Kazakhstan;
- Making decisions to ensure high quality training of specialists of higher and postgraduate education;
- Discussion and adoption of resolutions on improving managerial, educational, scientific, clinical, educational and other activities;
- Improvement of medical and preventive work in university clinics;
- Making a decision on the introduction of the latest information and pedagogical technologies in SMU, NCJSC;
- Providing financial support, strengthening the material and technical base of the university;
- Identification of prospects and areas of exchange of best practices with leading medical universities of Kazakhstan, near and far abroad (“beinchmarking”);
- Making decisions that ensure the competitiveness of educational services in the domestic and foreign markets.
- Discussion of interim and final results of the implementation of the roadmaps of the Ministry of Science and High Education of the Republic of Kazakhstan;
- Hearing reports.
Functions of the Academic Council
1. The Academic Council considers the main issues of the activities of SMU, NCJSC and determines the main directions of its development.
2. The functions of the Academic Council include:
2.1. approval of the university structure;
2.2. amendments and additions to the Charter of the University; consideration and discussion of the draft Charter of the University;
2.3. consideration of issues on the creation, reorganization and liquidation of structural educational and scientific departments of the university (laboratories, departments, institutes, faculties, etc.);
2.4. definition of the concept of university development, consideration and discussion of the unified scientific and educational policy, strategy and tactics of university development, the main directions of international activity;
2.5. decision-making on all fundamental issues of the organization of educational, research and economic activities of the university;
2.6. making decisions on the organization and improvement of methodological support for higher and postgraduate education, on the ongoing monitoring of academic performance, intermediate and final attestation of students;
2.7. hearing the annual reports of the Chairman of the Board – Rector on the activities of the university, reports of vice-rectors (in directions), heads of structural divisions, directors of branches, University Hospital, Research Institute of Radiation Medicine and Ecology, on the forms and methods of conducting educational, clinical, research, educational, financial, economic, informational and international activities, in order to develop further ways to improve process management.
2.8. approval of topics and scientific supervisors-consultants of undergraduates and PhD doctoral students on dissertation research;
2.9. presentation of educational and scientific internships;
2.10. consideration of issues reflecting the university’s QMS activities, approval of internal documents;
2.11. organization of control of financial and economic activities of the university;
2.12. determination of the procedure for the use of extra-budgetary funds, as well
as the directions of reinvestment of income received by the university through the provision of paid educational services and the sale of manufactured products;
2.13. consideration of issues of material and technical support, equipment of the university in accordance with regulatory requirements;
2.14. identification of new areas of specialist training;
2.15. approval of the academic calendar, norms of the time for calculating the teaching load of teaching staff;
2.16. application for a decision to the authorized body on the transfer of students from a paid department to an educational grant;
2.17. approval and awarding of academic and honorary titles, personal scholarships and prizes;
2.18. consideration of issues on the submission of university staff to government awards and honorary titles;
2.19. consideration of socio-economic issues of students, teachers and staff of the University;
2.20. consideration of other issues within the competence of the Academic Council in accordance with the legislation of the Republic of Kazakhstan and this Regulation.
Authority:
The Scientific Council of SMU, NCJSC has the right:
- to consider the issues of submission to the academic title of professor, associate professor, honorary titles and membership in state academies, associations;
- to review and recommend for publication textbooks, manuals, educational and methodological guides, monographs presented by the teaching staff of the university;
- apply to the Board of Directors of SMU, NCJSC on the amount of surcharges, additional payment and allowances, bonuses and other payments to university employees.
The decisions of the Academic Council are formalized by a protocol, which is signed by the Chairman and secretary of the Academic Council. Meetings of the Academic Council are held once a month in accordance with the approved work plan. The Academic Secretary is responsible for the timely and high-quality preparation of materials for the meetings of the Academic Council and for maintaining the protocols of the Academic Council.
Scientific secretaries in different years:
Raspopina Nina Ivanovna, Candidate of Medical Sciences, Associate Professor of the Department of Pathophysiology – Scientific Secretary of the Academic Council of the University from 1986 to 2009.
In 1967 she graduated with honors from Semipalatinsk State Medical Institute, Faculty of Medicine. In 1971-1974, she studied in graduate school at the Department of Pathological Physiology, which was headed by the Honored Scientist of the Kazakh SSR, Professor Nazarova T.A. In 1975, Raspopina N.I. defended her PhD dissertation on the topic: “Some metabolic-chemical and enzymatic indicators in sensitization and anaphylaxis.” After graduating from graduate school in March 1981, she was enrolled as an assistant at the Department of Pathological Physiology. She was elected by competition as a senior lecturer, in September 1983 – associate professor of the Department of Pathological Physiology of the Semipalatinsk Medical Institute. In 2004, she was awarded the academic title of professor of the SSMA. Raspopina N.I. performed public work: member of the trade union committee (social sphere), secretary of the Council of rectors of universities of the region, academic secretary of the Academic Council of the university.
In 1983, she was a delegate to the XII Congress of Trade Unions of Kazakhstan. He has Honorary certificates of the Ministry of Health of the Kazakh SSR and the Department of Science and Education of the Republic of Kazakhstan, the medal “Veteran of Labor”. Awarded with the badge “Excellent Health Worker” of the Ministry of Health of the Republic of Kazakhstan.
Tokanova Sholpan Yergalievna – Scientific Secretary of the Academic Council of the University from 2010 to 2018.
Tokanova Sh.E., Candidate of Medical Sciences, Associate Professor of the Department of Public Health of SMU, NCJSC, professor of the Semey Medical University, has been working at the university since 1972. In 1981, she defended her PhD dissertation (thesis) after completing postgraduate studies at the Department of Communal Hygiene of the Leningrad Institute of Advanced Medical Training named after S.M. Kirov.
From 1995 to 1997 – Head of the Department of General Hygiene; from 2004 to 2007 – Head of the Department of Hygiene Disciplines; from 2007 to 2018 – Head of the Department of Nutrition and Hygiene Disciplines. In 2008, she was awarded the academic title “Professor of the Semey State Medical University”. Tokanova Sh.E. – Professor of the Russian Academy of Natural Sciences (RAE), participated in the work of the working group on the development of the SES, a standard curriculum in the specialties “Medical and preventive care”, “Public Health”, participated in the work of the State Attestation Commission of the WKSMA (2007), KazNSMU (2008), an expert of the Independent Kazakhstan Agency for Quality Assurance in Education (IQAA-IQAA) (2016).
Author of more than 200 publications and 5 manuals, 2 textbooks (translated into Kazakh). Carries out scientific supervision of doctoral students in the specialty “Public Health”. Under her leadership, 12 master’s theses were defended. According to the results of the rating among departments and teaching staff, she was a prize-winner in various nominations: “The best head of the theoretical department, course” (2008-2009 academic year), “The best teacher according to the results of research work” (2009-2010 academic year).
She was awarded the badge “Densaulyk saktau isiine koskan ulesi ushin” (2011), the medal “Enbek ardageri” (2019), the jubilee medal for the 60th anniversary of the Semey State Medical University “Semey Medical University sinirgen enbegi Ushin”, a diploma in the nomination “For contribution to Science” according to the results of the rating of scientific- research work (2022), marked with gratitude for the 25th anniversary of the introduction of English-language teaching at Semey Medical University (2023).
Orazalina Ainash Saparovna – Scientific Secretary of the Scientific Council of SMU, NCJSC from 2018 to the present.
Orazalina A.S. Candidate of Biological Sciences, Associate Professor, Head of the Department of Molecular Biology and Medical Genetics named after Academician of NAS RK Raisov T.K.
In 1992, she graduated with honors from the Semipalatinsk State Medical Institute with a degree in Medical Science. She studied in full-time postgraduate studies at the Department of Biology of the SSMI. Since 2006 – Associate Professor of the Department of Molecular Biology and Medical Genetics. From 2002 to 2007 – Vice Dean of the Foreign Department of the SSMA. From 2007 to 2016 – Dean of the Credit technology of education, medical, dental faculties and foreign department. From 2016 to 2018 – Dean of Pre-graduate education. Since 2018 – Head of the Department of Molecular Biology and Medical Genetics named after Academician of NAS RK Raisov T.K. Is the Scientific Secretary of the Academic Council of the University, a member of the Academic Committee, the Committee of Educational Programs (CEP), a member of various working groups and commissions of the University. Director of the “Cell Metabolism” Community in the 1st year. Author of more than 126 publications, two rationalization proposals, 2 textbooks for students “Fundamentals of medical genetics”, “Explanatory terminological dictionary” on molecular biology and medical genetics in Russian-Kazakh-English. Has an IELTS, TOEFL certificate.
Participated in seminars, international master classes on modern teaching methods, credit training technology, on studying international experience in planning and developing integrated programs in medical education and the study of innovative educational technologies, on education management, interned at universities in Kazakhstan, medical schools in Japan, USA, Turkey, India. She was awarded the badges “Excellent Healthcare Worker” (2011), “For contribution to the development of healthcare in Kazakhstan” (2021).
